Full Right to be Heard for the Zionist Federation in Moldova

, Keren Ogintz

Our firm is pleased to share another legal success at the Zionist Supreme Court in Jerusalem (Case M/2025). In this petition, our firm, through Adv. Keren Ogintz, represented the Zionist Federation in Moldova. This proceeding was conducted against the Zionist General Council of the World Zionist Organization.

**Background and Hearing Process** At the heart of the petition was the right of the Zionist Federation in Moldova to make its voice heard and directly present its arguments for admission as a full member of the World Zionist Organization. During the hearing before the Court, Adv. Keren Ogintz requested that the Moldovan Federation's representative be allowed to appear before the Zionist General Council, which was scheduled to convene in early September 2025, to argue why it should be accepted as a member.

Following this request, the Court asked the counsel for the Zionist General Council if this course of action was acceptable to her, and she stated that she had no objection.

**The Judgment** In the judgment rendered on August 14, 2025, the panel of judges—comprising the Presiding Judge (Ret.) Shmuel Tzur, Acting President of the Court Judge (Ret.) Steve Adler, and Judge (Ret.) Daniela Wexler—approved the agreement and accepted the request.

The Court established several key determinations:

* The representative of the Moldovan Federation will be granted the right to be heard and may present their arguments at the Zionist General Council hearing in early September.

* The decision of the Zionist General Council, to be made after hearing the arguments, will definitively resolve the application for admission to the World Zionist Organization.

* The Court commended both parties for having the wisdom to reach this appropriate agreement.

An interesting point noted in the judgment is that at the same Zionist General Council meeting in September, representatives of Latvia were also scheduled to present the reasons for their admission as members of the organization—a reminder of the previous case where our firm represented the clients and successfully reopened the discussion.

This decision serves as further testament to the importance of proper administrative procedure and the fundamental right to be heard within national institutions. We will continue to act with professionalism and determination to ensure that Zionist communities worldwide receive proper representation and the recognition they deserve.
